Ten minutes, four checks
Open their live sites on your phone. Does the page load without a long blank wait? Does it fit the screen without sideways scrolling? Does the menu work with a thumb?
Run each through PageSpeed Insights and read the mobile result. Compare the sites against one another rather than against a perfect score.
View the page source. There should be one clear heading, a real page title, and text that is actually text, not locked inside images. This is the cheapest SEO test there is.
Search the company name and a client's name. Real work is findable, and real clients exist.

- What exactly is in the price, and what would count as an extra?
- Do I own the code, the hosting account and the domain?
- What do you do about speed and search from the first week, not as an add-on?
- What happens after launch: who fixes problems, and how fast?

A page list, a feature list, a timeline with dates, a price, and the things that are not included. It should read like a plan for your business, not a template with your name pasted in.
